The best flooring for a basement is a waterproof rigid-core vinyl rated for below-grade use, over a proper vapour barrier. Below-grade concrete gives off moisture whether or not there’s ever been a flood, and that single fact rules out most of what would otherwise go in the room. Solid hardwood cups and warps from that slow moisture even in a basement that’s never seen standing water, so the floor needs either a waterproof core or a finish that simply doesn’t care about moisture, like porcelain tile. Concrete is also a poor insulator, which is why a basement floor reads colder than the rest of the house even with the same heating running: an underlay under vinyl, or a heated system under tile, is what actually fixes that rather than carpet alone.

Questions About Basement Work

No flooring survives water sitting for days, but there's a real difference between a floor that shrugs off an inch of water for a few hours and one that doesn't. A waterproof SPC vinyl core won't swell or delaminate from a short flood, dry it out and it's fine. Carpet and laminate both typically need to be torn out after the same event.

Concrete is a poor insulator and sits directly against the ground, so it pulls heat out of a room faster than a wood-framed floor above grade does. An underlay under vinyl, or a heated system under tile, is what actually addresses that. Carpet alone helps a little but doesn't fix the underlying heat loss.
